This table contains proposed elements for the second stage of the emerging technologies life-cycle management process, whose XML schema (XSD) may be named InformationTechnologyComponentSubscription.xsd. The component name and the URL for the XML instance document identifying it would be selected from and validated against the listing indexed at et.gov in the first stage of the process.

Interest

Those wishing to associate themselves with a proposed component would do so by indicating their level of interest in it. The controlled vocabulary for the Level subelement would be High, Medium, and Low, with respective numerical values of 3, 2, and 1. The numeric values would be used to compile total and average Interest ratings for each of the proposed components. The Description subelement would be optional. It could be used to provide a narrative description of the person’s interest at a URL to be specified in the WebAddress subelement. The narrative would not be indexed on the et.gov site but could be accessed via its URL.

Commitment

Those associating themselves with a proposed component would also indicate their level of commitment to it. Again, the controlled vocabulary for the Level subelement would be High, Medium, and Low, with respective numerical values of 3, 2, and 1. The numeric values would be used to compile total and average Commitment ratings for each of the proposed components. Again, the Description subelement would be optional. It could be used to provide a narrative description of the types and amounts of resources the individual may be able to devote to consideration of the proposed component, at a URL to be specified in the WebAddress subelement. The narrative would not be indexed on the et.gov site but could be accessed via its URL.

Individuals subscribing to proposed components would be required to provide their name and indicate their level of expertise relative to the component. Once again the controlled vocabulary for the Level subelement would be High, Medium, and Low, with respective numerical values of 3, 2, and 1. The numeric values would be used to compile total and average Expertise ratings for each of the proposed components. Again, the Description subelement would be optional. It could be used to provide a narrative description of the types and degrees of expertise the individual possess relative to the proposed component, at a URL to be specified in the WebAddress subelement. The narrative would not be indexed on the et.gov site but could be accessed via its URL. Each of the other subelements would be optional. However, before the ET S/C agrees to accept Stewardship of a proposed component in Stage 3 of the process, it may wish to require expressions of high degrees of interest and commitment to the proposed component from: a) at least three individuals with a high and validated degree of technical expertise, representing at least three different companies or organizations, and b) at least three individuals with a high degree of business-related expertise, representing at least three different .gov agencies.
