Stage 3 of the ET Process: Stewardship

October 29, 2003 DRAFT

ComponentName

Selected from list indexed at et.gov during Stage 1.

LeadSteward

The lead stewards would self-select themselves from a list of CIOs & CTOs maintained by the CIOC. A minimum of one would be required to validate the submission, and a maximum of two would be allowed. The self-designated individual(s) would become the leader/co-leaders of the community of practice considering the proposed component.

StewardshipViabilityCertification

By self-designating him/herself as a LeadSteward, a CIO or CTO would be indicating agreement with the following statement: “Based upon information provided thus far in the process, I believe prospects are reasonably good that sufficient resources will be available to determine the technical viability and practicality of this proposed component.”

StewardshipDescription

The LeadSteward would briefly describe his or her plans for determining the technical viability and practicality of the proposed ET component.

WebAddress

This element is optional. If provided, it would become a hyperlink in the index on the et.gov site pointing to a more detailed description of stewardship plans, activity reports, and/or status information concerning consideration of the proposed component by the community of practice subscribing to the proposed component in Stage 2 of the process.

StewardshipRatification

Either of the co-chairs of the ET S/C could ratify the belief of the LeadSteward(s) that sufficient resources have been identified to reasonably assure a determination of whether the proposed ET component is technically viable and practical and, thus, may warrant “graduation” in Stage 3 of the process – to become an IT component for potential acquisition by .gov agencies. Ratification would constitute acceptance of stewardship by the ET S/C – the essence of which would be to provide oversight and assistance to the LeadSteward(s) and the self-identified communities of practice they have agreed to lead.
