Paper is a perfectly good for display, but it is a lousy medium for MANAGING and SHARING information in the Internet age. E-records require ERMSs. No ifs, ands, or buts about it... ODMA is THE Critical Success Factor. Let’s grow up in our understanding of the mature application of the tools... Generally speaking, by definition, E-mail generates short-term records. We shouldn't be treating exceptions as the rule and trying to design an entire system around exceptions... There ain't no such animal as a "nonrecord" record. Every record we create or receive is in fact a record, including every copy that is made... The only issues are how long each should be maintained, by what means, and who should have access to it. There is no substitute for the use of plain language to say what we really mean. What is "corporate" information in the Federal context? What information is NOT "corporate" when it has been generated, acquired, or processed with public funding? What right does any employee of the taxpayers have to convert public resources into personal assets? Finally, guidance that ignores reality is meaningless. Systems, processes, organizations, and PEOPLE must be taken into account. However, reality is changing and people, processes, and organizations should "get with it" -- or risk being left behind.
