GPRA does require us to consult with our stakeholders in establishing our goals and objectives, and we are expected to report to them and to Congress on our progress in meeting those goals and objectives. We cannot do so if we have not recorded the results achieved with the tax dollars that we have spent, or if we are not effectively managing those records. E-FOIA requires us to make reasonable efforts to supply records in whatever format(s) they are requested. If records originate in electronic form and must be made available in electronic form, it only makes sense to manage them in electronic form throughout their life cycles.
