Does anyone doubt that we've lost control of our records? Can anyone cite a GAO report that was critical of an agency program but commended its managers for keeping wonderful records? Theoretically, it COULD happen, but ... Not only do we believe in Judge Freidman, but we believe in Santa Clause and the Tooth Fairy too. And we DO understand Judge Friedman, don't we?... Isn't that why we're most comfortable in the fetal position?
