It is possible for people to make records less than accessible, to hide them, and perhaps even to destroy them. However, once a record is created and saved, it exists as a record regardless of whether someone declares it to be a record or not.
Suggesting that some records are not in fact records is very much like the denial syndrome associated with addictions. Not only does it not solve the problem; it prolongs and aggravates it.
The notion that some records are not records is not only illogical, but it needlessly distracts attention from the solutions that are not so difficult to envision once we remove our blinders.
