ODMA is THE critical success factor for effective records management... Unless and until ODMA-compliant applications and EDMSs are universally used, agencies are implicitly making the decision NOT to manage E-records as public assets. ODMA is "where the rubber meets the road". Without it, talk of effective records management is little more than a charade. E-FOIA requires proactivity in making records available if they are likely to be of interest to more than a few people. Citizens will know we're truly serious about records management when we're all using ODMA-compliant applications with DoD-certified ERMSs and Internet-based EDMSs to manage and make available ALL of our public records. Moreover, taxpayers will know that we're serious about a "government that costs less and works better" when we are using EDMSs to process and share information internally, among our colleagues within and across agencies.
