GPRA is about efficiency, effectiveness, and accountability. It's about a "government that costs less and works better." It's about DOCUMENTING our goals and objectives and linking them to the inputs we receive and the outcomes we achieve. Perfect documents are NOT the objective. However, "adequate" documentation is not only required by law (the Federal Records Act) but it is also of the essence of GPRA. Without records, there is no accountability. Paper won't cut it. It's time to stop the denial.
