ITMRA requires OMB to establish a process for considering IT investments that should be a approached on a Governmentwide basis. ITMRA also requires each agency to take into account potential costs and benefits to other agencies -- Federal, State, and local -- in planning their IT systems. Raines' Rules specify the use of commercial off-the-shelf software, based upon industry "open-systems" standards for interoperability, implemented in relatively small "chunks" -- each of which adds value and can stand on its own while integrating into the other components of the overall architecture.
