I appreciate the opportunity to address my FIRM colleagues and some of our stakeholders on a topic that is near and dear to my heart. Since the speaker who follows me will go into greater depth in relating the potentials of XML to the provisions of S. 803, my remarks will be brief. First, I'd like to set the tone with a few slides highlighting some important aspects of the problem.
