Great precision is not required in interpersonal relationships or business partnerships if the overall impact of the relationship is positive for each of the partners.

The phrase "good enough for government work" is reflective of the fact that precise behavior is not required for organizations that are protected from the rigors of a competitive marketplace, a condition in which some would argue that Microsoft also finds itself.  

Constraints are present in nature.  For example, no one needs to be instructed to walk on the ground.  With limited exceptions, gravity takes care of that.  However, cultural constraints are far more malleable.
